The short answer
Respawn is effectively a constant: almost every spawn point in the game sits on the same short timer. So a map is busy because of how many points it holds, not how fast they refill - “which map respawns fastest” has no useful answer, and “which map holds the most” has a table.

The training tables treat anything above a minute as not a population: a ten-minute respawn is a monster you might meet, not one you can farm, so its EXP is left out of a map’s rate and its row stays on the map. See the training guide for what that does to the ranking.

A spawn point is a place a monster can stand, not a monster: a map with seventy-three points has seventy-three things alive on it at full pool. Every count on this page is the Public Release’s; the maps kept from Closed Online Test 2 are left out of it. This is the number the EXP rate on the training tables is built from.
The rate multiplier, and why nothing here multiplies by it
Every map row carries a mobRate, and the values in this snapshot run from 0.5 to 1.9. It plainly scales spawning. What the files do not say is how: whether it changes the pool size, the refill speed, or the chance of a refill on each tick. Those three would give three different answers to “is a 1.3 map thirty per cent better”, and picking one would make every number downstream of it a guess wearing a measurement’s clothes.
